Level 4 (L4) provides a reliable connection, by retransmitting lost packets. and resequencing packets received out of order. L4Window is the number of packets that can be sent before waiting for an acknowledgment. Timeout is the time after which an unacknowledged packet is retrnsmitted.L4 Retries is the number of a times a packet is sent before failing the connection.
